Examples of Previous Work performed by the Clarion Team

 

Below are four project examples that demonstrate our team’s ability to work with communities to prepare comprehensive plan housing elements and develop housing needs assessments and housing support studies. These examples illustrate our well-established approach for leading communities through planning initiatives that arrive at targeted policy solutions and implementation strategies.

 

 

Cary Community Plan | Town of Cary, NC | 2015-2016

 

The Town of Cary has for decades been one of the premier communities in North Carolina and the Southeast, and is increasingly being recognized as one of the best places to live in the country. To address changing planning conditions, market preferences, and regional transportation initiatives, the Cary Town Council commissioned a complete review of all plans and the creation of a new comprehensive Community Plan. Clarion was hired to lead a multidisciplinary team to prepare the Phase 1 Charter document (“the plan for the plan”), and to lead the multi-year Phase 2 effort to develop the Cary Community Plan. The Cary 2040 Community Plan is shaped by the most robust public engagement process in the Town’s history that integrated technical analysis and community values.

This process included development of a character based approach to land use planning, providing greater flexibility for actual land uses and more guidance regarding the design and place making components to help guide new development and redevelopment. In addition to the town-wide land use and character plan, the plan included five special area plans, including the prominent Eastern Cary Gateway - the location of one of the last significant undeveloped areas with Interstate 40 interchange access in the Town.

The planning process included an in-depth integration of the updates to the Town’s Comprehensive Transportation Plan and the Town’s Land Use Plan. This included both high level testing of the Town’s long range transportation plan to support the town-wide vision for future growth, and small area planning to create coordinated transportation and land use solutions that support community character objectives. The plan was unanimously adopted by the Cary Town Council January, 2017. The plan won a special recognition award by the North Carolina Chapter of the American Planning Association at the 2017 state conference.

Housing Needs Assessment | City of Franklin, TN

 

BBC completed the city’s first comprehensive housing market study in 2014. Franklin is a wealthy suburb of Nashville with a quickly growing population and rising housing costs. The study was structured around a list of questions posed by the city at the onset. We answered, through our analysis, which demographics were missing from the city and why; the types of housing desired by Franklin’s residents; and the housing types missing from the city. Our findings were presented to several groups of stakeholders and community leaders, and formed the basis for a community strategic planning effort to address current and future housing needs.

Monroe County Housing Mitigation Study | Monroe County, FL | 2017

 

Today the workforce housing problem in Monroe County (the Florida Keys) has reached a critical point. In late 2016, the County retained Clarion Associates, along with RRC and Dr. James Nicholas, to develop a legally supportable methodology to assess the impacts of non-residential development on workforce housing, and then evaluate the need for workforce/affordable housing created by non-residential development. Clarion is in the process of completing the study, which should be completed in the next several months.

Teton County Workforce Housing Study and Ordinance Updates, Rules and Regulations | Teton County / Jackson Hole, WY | 2017

 

Teton County and Town of Jackson, WY | Employee Generation by Land Use Study (2013) and Updates to the Land Development Regulations and Housing Rules and Regulations (2018)

 

In 2012-2013, Clarion Associates led in a team to prepare the 2013 Employee Generation by Land Use Study for the Teton County Housing Authority (TCHA). The purpose of the study was to develop a legally supportable methodology to assess the impacts of both residential and non-residential development on the need for workforce housing in Teton County and the Town of Jackson, determine the need for workforce/affordable housing created by development, and then identify strategies that could be used to mitigate these impacts.  The study could be used to support an update to the Town and County housing requirements.

 

Clarion was again hired in 2017 by Teton County, Wyoming, to prepare a strategic update to the County and Town’s affordable and workforce housing land development regulations and guidelines for construction and management of restricted units. This included case study research evaluating eight comparable community affordable housing programs, an analysis and recommendation of policy alternatives, working with elected officials and staff to determine final policy direction, and adjustments to the ordinance and rules and regulations guide. The outcome of this work included an update to the Employee Generation by Land Use Study to incorporate new data and better address new policy direction.
